In 2008 the Rudd Government announces its intention to seek a unified national registration and licensing system replacing disparate systems from across Australia’s seven states and territories. The average replacement cost totals AUD$150 million for each jurisdiction. Faced with over a $1 billion of redevelopment costs at the national level the Smart State proposes a radical new direction – licensing and registration will be offered as-a-service to each jurisdiction from a new cloud computing centre to be constructed in Brisbane.
